This report seeks to move beyond the strongly held beliefs about M11, to measuring how it has changed how sentencing decisions are made in Oregon in the past 15 years. The data from this report illustrates that M11 changed who makes the decision in individual cases as to appropriate punishment, when that decision is made, how that important choice is imposed in Oregon’s 36 counties, and what the sentence in individual cases will be.
