Assessing the Cost of Compliance: Cost Analysis of Juvenile Detention Facility Compliance with Section 4 of the Mississippi Juvenile Delinquent Prevention Act of 2006 (House Bill 199) and the Federal Juvenile Justice and Delinquency Prevention Act of 2002

Our study was guided by the following goals: 1) Identify and calculate all costs related to fully compliant juvenile facilities, 2) Increase understanding of the financial costs of full compliance, 3) Examine financial scenarios and resulting impacts of full compliance with laws, 4) Recognizeand remedy facility inefficiencies and enhance operations, 5) Encourage a positive futuredirection with financial assistance for compliance, 6) Improve interaction and uniformity among Mississippi juvenile detention centers, and 7) Illustrate the benefits of full compliance withminimum standards. To achieve these goals, we gathered data and estimated costs forcompliance with Federal and State regulations. We utilized a number of standard researchmethods to collect this information including focus groups, surveys, and interviews.
