Outcome Evaluation of the Women in Need of Substance Abuse Treatment (WINSAT) Program: Preliminary Outcome Findings

The University of Wisconsin-Madison Center for Health Policy and Program Evaluation (CHIPPE) conducted an outcome evaluation of Wisconsin’s Residential Substance Abuse Treatment (RSAT) for female state prisoners project. The methodology included the collection of qualitative and quantitative evaluation research data to assess the effectiveness of the Women in Need of Substance Abuse Treatment (WINSAT) program located at Robert E. Ellsworth Correctional Center (REECC). This outcome study seeks to document important aspects of treatment program implementation and effectiveness, including institutional (intermediate) outcomes and community outcomes of female offenders involved in the WINSAT program.
